Mobilisation State
Mobilisation State
Term (RU): Мобилизационное государство
Schema: DefinedTerm
Working Definition
Analytical description of the post-2012/2022 shift in which criminal networks, black-cash channels and authoritarian alliances are treated as instruments of regime survival, sanctions circumvention and hybrid warfare.
Analytical Use on This Site
The term does not claim that the entire state has become a permanent wartime economy in the classical sense. It points to a documented intensification: pre-existing symbiotic and patronage arrangements are more systematically tasked for external pressure, dual-use procurement, deniable operations and elite cohesion under sanctions. The concept is closely associated with Galeotti’s Gangsters at War (GI-TOC, 2024) and related secondary analysis. It supports Theses 2 and 3 and the mechanism of hybrid statecraft tools.
