Schema: DefinedTerm
Working Definition
Off-the-books funds generated through criminal or semi-criminal activity and available for covert state or regime purposes.
Analytical Use on This Site
“Black cash” (чёрная касса) refers to pools of money that:
- are not recorded in formal state or corporate accounts;
- originate in criminal, grey or highly opaque economic activity (including taxation of criminal markets, sanctions-evasion margins, resource skimming, etc.);
- can be directed toward purposes that formal budgets cannot or should not openly fund (covert operations, loyalty payments, deniable logistics, wartime mobilisation needs, etc.).
The concept is closely linked to state–crime symbiosis and to the shift toward a mobilisation state. It is treated as a structural process rather than a series of isolated cash seizures.
