What is Uber Krysha?

Short Answer

Uber Krysha is an analytical metaphor for the Kremlin as the ultimate protection racket (“roof”) that licenses and disciplines both business actors (kremligarchs) and selected criminal networks in exchange for loyalty and service.

Slightly Longer Answer

Krysha (крыша, “roof”) is long-standing Russian slang for a protection arrangement. In the 1990s multiple private and regional roofs competed. After 2000 the centre consolidated the function of ultimate guarantor and enforcer. Access to rents, contracts and impunity became conditional on demonstrated loyalty; independent centres of private force were subordinated or eliminated.

The term is metaphorical and analytical, not a claim of formal legal status. It is central to Thesis 1 (Internal Transformation) and to the historical consolidation period.
