What is a “Mobilisation State”?
Short Answer
Mobilisation state is an analytical description of the post-2012/2022 shift in which criminal networks, black-cash channels and authoritarian alliances are treated as usable instruments of regime survival, sanctions circumvention and hybrid warfare.
Slightly Longer Answer
The term (associated especially with Galeotti / GI-TOC 2024) does not claim that the entire state has become a permanent classical wartime economy. It points to intensification of pre-existing symbiotic and patronage arrangements: they are more systematically tasked for dual-use procurement, deniable operations, black-cash generation and support to partner regimes under external pressure. The underlying architecture (Uber Krysha, state–crime symbiosis) was not invented after 2022; it was externalised and accelerated.
Full period context: Historical – Mobilisation State. Mechanism: Hybrid Statecraft Tools.
